Involved in the seminar, the relevant person disclosed to the "Daily Economic News" reporters that after the approval of the State Council, the new national diesel standard is expected to be implemented in early July, and is expected to be enforced nationwide on January 1, 2015.

In this regard, the industry believes that this marks a substantial progress in the domestic diesel quality upgrade, but for the three giants, this requires them to upgrade the refinery, production process, production costs will also increase; After the national standards are enforced, the Ministry of Environmental Protection will greatly promote the implementation of the national four-emission standards for heavy-duty diesel vehicles.

Previously, due to the increase in the cost of refining, the three major oil giants were unable to produce the supply of diesel fuel for the national standard vehicle. The Ministry of Environmental Protection had to postpone the implementation date of the emission standard twice.

National four diesel new standard is expected to be implemented in July

On the morning of May 30, the National Standardization Committee organized a seminar on the implementation date of the new standard for diesel four diesel in Beijing. The National Development and Reform Commission and the ministries of the Ministry of Energy, the Ministry of Finance, the State Administration of Taxation, the Ministry of Environmental Protection, the Ministry of Industry and Information Technology, and related personnel from CNPC, Sinopec and CNOOC participated in this Meeting.

“This is a meeting within us, mainly to discuss the implementation details of the new standard for the four diesel fuels,” said a person from the Transportation Standards Department of the Industrial Standards Committee of the National Standardization Committee.

According to the above-mentioned sources, the meeting discussed and determined: After the approval of the State Council, the new standard for diesel four diesel is tentatively scheduled to be implemented in early July 2012; the transition period for the new standard is two and a half years, that is, enforcement on a national scale on January 1, 2015. "At this point, the domestic diesel quality upgrade has finally made substantial progress." Zhuo Chuang information analyst Chen Jing said, "In the past few years, the domestic gasoline quality has been upgraded step by step, but the quality of diesel has been stagnant, currently implemented by domestic diesel. Most of them are still the national standard. Only a small number of regions have successively implemented local third- and fourth-stage standards, and national standards have not yet been formed."

It is understood that at present, the diesel standards of Yuesan, Yuesi, Jingsi, Husi and Su-4 are all local standards. Most of the sales are for retail enforcement, and the wholesale direct sales link is still sold in parallel with the national standard diesel.

Chen Jing said that at present, the refineries producing the national third and national four standard diesel are also relatively limited, mainly supplying refineries in several major sales cities in Guangdong, Beijing, Shanghai and Jiangsu.

In 2011, the General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Commission issued the GB252-2011 ordinary diesel standard, replacing the previous GB252-2000 light diesel standard, but did not indicate the standard difference between industrial diesel and automotive diesel, nor marked the application of this standard. In the first few stages.

Chen Jing said that as early as 2010, the Chinese Academy of Environmental Sciences undertook the revision of the “Control Standard for Harmful Substances in Motor Gasoline and Diesel Engines (China Phases IV and V)”, and the control of hazardous substances in motor diesel (fourth and fifth stages). The standard has been revised to impose higher requirements on various standards such as chroma, sulfur content, polycyclic aromatic hydrocarbon content, and copper sheet corrosion.

Increase oil refining costs

Chen Jing believes that the implementation and enforcement of the new national diesel standard will greatly increase the refining costs of the oil giants because of the need to upgrade the refinery and production processes.

According to the survey conducted by the Ministry of Environmental Protection, the refinery of the production country's second and third-class standard vehicle diesel is upgraded to the national four, national five standard vehicle diesel, requiring hydrodesulfurization or other desulfurization processes. The refinery generates equipment investment, including hydrogenation units and S-zorb units (requiring more than 300 million yuan/set); in addition, the desulfurization process increases the material and energy consumption during the production process, both of which increase refining costs. At the same time, refinery process adjustments lead to product structure adjustment, other requirements for the sulfur content of crude oil and other factors, will also cause cost changes. The gasoline and diesel fuel for vehicles has been upgraded from the national standard to the standard of Yue 4, and the cost increase is about 0.12 yuan to 0.15 yuan / liter, which is 160 yuan to 200 yuan / ton.

Xu Hui, deputy director of Sinopec Science and Technology Development Department, once said that the standard for gasoline and diesel for vehicles will be upgraded from Guosan to Guosi, which will increase the cost of petrochemical enterprises by 200 yuan/ton.

According to the "Daily Economic News" reporter, the Ministry of Environmental Protection will be responsible for the approval and support of relevant clean fuel upgrading projects.

In addition, the relevant persons attending the above-mentioned seminar said that the Ministry of Finance and the State Administration of Taxation will be responsible for the implementation of the specific implementation plan as soon as possible according to the policy issued by the State Administration of Taxation on the tax reduction of ex-standard oil products in advance; the National Development and Reform Commission will take the lead in researching the industry. The problem of using diesel (high sulfur) and vehicle diesel (low sulfur) at the same price.

Earlier, the State Council first proposed in the "Opinions on Strengthening Key Environmental Protection Work" that enterprises that meet the next stage of standard vehicle fuel consumption should be preferentially taxed on the consumption tax policy.

According to the previous price department's pricing of local low-sulfur vehicle diesel, the price of diesel for vehicles is slightly higher than that of ordinary diesel, generally around 5%. According to the study, if the price difference between motor diesel and ordinary diesel is within 0.10 yuan, it can basically avoid buying relatively expensive motor diesel due to the consideration of the difference. Experts also suggested that the price of ordinary diesel with high sulfur content could be appropriately increased to subsidize diesel fuel for low-sulfur vehicles, so that the difference between the two could be controlled within a reasonable range.

Accelerate the promotion of diesel vehicle national four emission standards

According to the "Daily Economic News" reporter, as early as December 21, 2010, the Ministry of Environmental Protection for the first time delayed the implementation of the national standard for diesel vehicles. The Ministry of Environmental Protection said at the time that for the compression ignition engine and the automobile, the implementation of the National Standard IV was tentatively postponed for one year, that is, from January 1, 2012. At the beginning of this year, the Ministry of Environmental Protection issued an announcement to postpone the implementation date of the national standard for heavy-duty diesel vehicles nationwide until July 1, 2013.

The national four emission standard is the national fourth-stage motor vehicle pollutant discharge standard. The Ministry of Environmental Protection explained: “In view of the fact that the supply of vehicle diesel that meets the requirements of the national four standards is still not in place, it seriously restricts the progress of the implementation of the national standard. To ensure the implementation of standards The effect is based on the actual fuel supply of the vehicle, and it is decided to implement the national four standards in different models and sub-regions."

Due to the poor quality of diesel in China, the development of diesel vehicles with higher fuel economy is restricted. At present, among the new cars sold in China, gasoline cars account for about 99%, while the energy-saving diesel car market share is less than 1%. For this reason, China uses more than 20 million tons of oil every year.

Chen said that under the pressure of environmental protection and economic pressure, the upgrade of diesel quality cannot be ignored. According to incomplete statistics, at present, Sinopec and CNOOC domestic large-scale refineries basically have the technical capacity to produce the national standard diesel fuel for the country. Some of the refineries have the technical ability to produce the vehicle diesel that meets the national standard. Sinopec Zhenhai Lianhua Huahua and CNPC South China Sales Branch have begun production and supply of automotive diesel that meets the requirements of the fifth phase of hazardous substances control.

The industry generally believes that the three major oil giants may not be willing to pay for the refinery desulfurization equipment themselves, and there has been no major plan to produce the power of the country's four standard vehicle diesel. The oil company said that it is because of the refinery renovation approval, equipment replacement cycle, and the replacement of the new standard diesel oil storage tanks, which require a lot of preparation time.

“Diesel quality upgrade has a great impact on the economy. It is not suitable for full implementation. It needs to be gradually introduced in stages. It needs a transition period,” Chen Jing added. “Diesel is the most basic fuel, and its downstream audience is very common. It can be said that All goods that need to be transported will contain some of the transmission costs from the price of diesel. After the upgrade, the rise in diesel prices will inevitably lead to higher prices, and the pressure on consumers and CPI is self-evident."
